James Elmer Howley was born in Dorchester, Suffolk County, Massachusetts on September 26, 1924.

Prior to entering military service he was employed by Dorchester High School
in Dorchester, Massachusetts.

He was drafted into the Army on April 19, 1943 at Boston, Massachusetts. His home of residence was listed as
Dorchester, Suffolk County, Massachusetts and his civilian occupation was listed as Foundry Occupations.
He had completed three years of High School and was single with no dependents.
His religion was listed as Catholic.

Private First Class Howley was killed in action in France on July 11, 1944,
in the vicinity of La Maugerie.

James E. Howley was buried in the temporary U.S. Military Cemetery
Sainte Mere-Eglise #2 at Carentan, France and some time later
his remains were returned to the United States where he was
reinterred in Massachusetts.
