The United States declared war on Spain in April 1898. The Annual Reports that year were not identified
as being of the Secretary of War but rather as being of the War Department. Though the report officially
was concerned with the fiscal year ending June 30, 1898 it basically ignored the fiscal year which included
half of 1897 and was primarily concerned with the preparations for and the conduct of the war with Spain.
